the other day I read an article about the Maldivian president (PM?) trying to find a new homeland for his people. the islands, a country, is going to disappear from the face of the earth in our lifetime. the same with a couple of Pacific island nations. it's unthinkable, it's heartbreaking.

Wow that is some dramatic pictures of high tide flood. That one on the forum you posted looked like the songtaew was a boat. If we are nominating a new capital then I would suggest Ayutthaya.

I also thought of relocating the capital back to Ayutthaya, but the travel logistics would cause some problems and be hugely expensive-new infrastructure between the new airport and Ayutthaya, and access to the sea etc for trade and tourism.
As the Government is currently forced to operate from the old Don Muang airport due to PAD occupying Government House, why not make this the basis for the southern edge of a new expanded capital and expand north in a planned and orderly manner? Parts of Bangkok near the river could then be evacuated and as much as possible done to install sea defences to protect important riverside Wats etc. Existing infrastructure like Skytrain could be expanded rather than having to be established from scratch.

I believe Ayutthaya is also prone to flooding and do not think it really has the infrastructure in place to be the capital. I agree Chiang Mai would be the best, but of course I hope Bangkok never disappears below the sea. What a tragedy that would be.
